Programme Director – Government Transformation Project (SC Cleared)
Location: London or Bristol available (Hybrid with flexible working, travel within southern UK required)
Contract Length: 12 months
IR35 Status: Inside IR35
We are seeking an experienced Programme Director to lead a critical transformation programme within a government department. This is a high-profile role focused on delivering significant organisational change, including the implementation of Oracle Fusion across HR, Finance, and Commercial functions.
As the Programme Director, you will oversee the strategic direction and delivery of a full operating model transformation. Your leadership will be crucial in managing a team of directors and ensuring that the programme achieves its goals efficiently and effectively. You will be working closely with both technical and operational teams, requiring strong stakeholder management and communication skills.

We are seeking an experienced Programme Director to lead a critical transformation programme within a government department. This is a high-profile role focused on delivering significant organisational change, including the implementation of Oracle Fusion across HR, Finance, and Commercial functions.
As the Programme Director, you will oversee the strategic direction and delivery of a full operating model transformation. Your leadership will be crucial in managing a team of directors and ensuring that the programme achieves its goals efficiently and effectively. You will be working closely with both technical and operational teams, requiring strong stakeholder management and communication skills.
Key Responsibilities:
- Lead the end-to-end delivery of a large-scale transformation programme
- Oversee the Oracle Fusion implementation across HR, Finance, and Commercial functions
- Manage and direct a team of directors (5-10) and oversee a larger group (10-20 indirect reports)
- Drive process, policy, organisational, and system changes across the programme
- Engage with stakeholders at all levels and manage complex relationships
- Ensure timely delivery, meeting both operational and technical requirements
- Take responsibility for the overall success of the programme, ensuring alignment with strategic goals
Essential Criteria:
- Proven experience as a Programme Director, ideally within a government or defence setting
- Strong experience managing ERP implementations (with a preference for Oracle) and familiarity with HCM, Finance, and Commercial systems
- Significant experience in leading large, complex transformation programmes, particularly in HR, Finance, and Commercial sectors
- Strong leadership and people management experience, including direct management of senior directors and leadership of multi-disciplinary teams
- Demonstrable expertise in managing large-scale change within high-pressure, fast-paced environments
- Strong ability to manage stakeholder relationships, both internally and externally
- Ability to communicate clearly and effectively with technical specialists, even without in-depth technical expertise
Desired Criteria:
- Previous experience within a government department, especially those with a focus on HR, Finance, and Commercial systems
- Familiarity with Oracle Fusion or other ERP systems, particularly in a transformation context
- PRINCE2, MSP, Agile certifications, or equivalent project management qualifications
